'Poliisi' (police) is spelled with a double 'i'. In Finnish, 'poliisi' is a singular noun even though it refers to the police force collectively. The object 'syyllistä' is in the partitive case because the searching is ongoing and the object is not fully 'caught' or achieved yet — partitive is used for indefinite or incomplete actions.

When an adjective modifies a partitive plural noun, the adjective must also be in the partitive case and agree in number. 'Kova' (loud/hard) becomes 'kovia' to match 'ääniä' (partitive plural of 'ääni'). The original 'kovasta' is the elative singular case and does not agree with 'ääniä'.
